Cooperative Development Fund (CDF)

The International Organization for Migration (IOM) in Turkey is committed to supporting economic recovery and building resilience by prioritizing women-led cooperatives. IOM provides funding assistance to help these cooperatives restore essential economic infrastructure, resume economic activities, create jobs, and promote sustainable livelihoods.

IOM is launching a call for grant applications for the Cooperative Development Fund (CDF) to support the economic recovery of women cooperatives based in Adana and Hatay provinces. IOM will provide small grants to the selected cooperatives based on an evaluation of their needs, job creation potential, and business plan. The CDF aims to provide practical and relevant capital support to help the cooperatives grow and create meaningful jobs.

Applicants will receive individual attention to their grant applications and, in some instances, feedback on the feasibility of their proposal. Successful applicants will be invited to submit a full proposal including supporting documentation. All applicants should provide the information requested in the grant application and meet the minimum eligibility criteria, or their application will not be considered.

Application Details

BACKGROUND

The International Organization for Migration (IOM) in Turkey is committed to supporting economic recovery and resilience-building, prioritizing women-led cooperatives. IOM provides financial support to these cooperatives to restore their basic economic infrastructure, sustain their economic activities, generate employment, and promote sustainable livelihoods.

IOM is launching a grant application call for the Cooperative Development Fund (CDF) to support the economic recovery of women-led cooperatives in the provinces of Adana and Hatay. IOM will provide small grants to cooperatives selected based on their needs, employment generation potential, and business plans.

The CDF aims to provide practical and relevant capital support to assist cooperatives in growing and creating meaningful employment.

Applicants will receive individual attention for their grant applications and, in some cases, feedback on the feasibility of their proposals. Successful applicants will be invited to submit a complete proposal, including supporting documents. All applicants must provide the requested information in their grant application and meet minimum eligibility criteria; otherwise, their applications will not be considered.

Eligibility Criteria

This grant call is open to women-led cooperatives meeting the following criteria:

  • Must be a women-led agricultural cooperative.
  • Must have at least 10 registered members.
  • Must have refugees and/or migrants among the cooperative's members, partners, or employees.
  • Must be registered and operational in Adana and Hatay.
  • Must have been active and operational for at least the past 12 months.
  • Must be willing and open to including new refugee/migrant women as partners, members, or employees.

Additional criteria that will influence the selection of applicant cooperatives include:

  • Willingness to increase participation as the number of benefiting partners, members, or employees grows.
  • Evidence or professional intent to create social impact on the community through activities, such as the inclusion of vulnerable groups like the disabled and refugees.
  • Producing any product or service aimed at bringing together both refugees and host community members.
  • Innovative business models focusing on climate crisis, sustainable solutions, green production practices, recycling, renewable energy use, efficient resource utilization, etc.

Only suitable and selected candidates will be contacted after evaluations. For the next stages, cooperatives will complete the following steps:

Grant Application Call

  • Fill out the application form, providing all details.
  • Prepare a complete business plan according to the requested grant amount and share it with us.
  • Clearly state how the grant will be used within the cooperative to generate employment.

Required Documents:

  • Full list and contact information of the cooperative board members including job titles, and gender distribution.
  • Full list and contact information of cooperative, partners, members, and employees, along with gender distribution.
  • Official registration document (proof of no tax debt from the tax office, chamber registration document, relevant licenses from ministries and municipalities, list of authorized signatories, commercial registry, etc.).
  • Proof of personal social security and personal income tax payments.
  • Valid operation certificate.
  • If available, audited latest financial statements.
  • Business plan containing marketing and competition strategy, financial plan, and proposed additional members/employees with relevant details.

Interested cooperatives must submit all requested documents. Missing any of the specified documents will not disqualify the application, as other documents providing similar information may be accepted by the evaluation panel. The evaluation panel reserves the right to request additional information, documents, or explanations.

Grant Amount and Payment Conditions:

  • The grant amount for each cooperative will not exceed 20,000 Dollars.
  • The grant will be paid in installments in accordance with agreed-upon milestones.
  • An advance payment will be made within 21 days following the signing of the grant contract, not exceeding 50% of the approved business plan.

Cooperatives failing to apply before the deadline will automatically be excluded from the selection process.
